I've literally spent hours searching for it, using various programs with music recognition and the like.

All good! Went on Youtube and looked through all the different reposts of the same scene and someone commented the track name. Looked up the specific track name to be sure and it is 'Promo Score' by Stephen Warbeck.

Billy Elliot is my favourite film and it's actually good to finally know the actual name of that beautiful score in that scene <3 ;D
