I agree with pretty much all of these answers.
No one in my family speaks a language other than English. I really think the idea is to have a decent ability in the language and be able to apply it appropriately in the context. VCE is the context. Any person speaking a foreign language will only be able to use it effectively after establishing a good understanding of the social and cultural context in which it is used. VCE may not be perfect, but a student who cannot apply knowledge in well-documented contexts isn't perfect either - regardless of the subject.
I also personally think luck plays a big part.
