What level of fluency are you at at the end of units 3/4

After some googling, I reached this page which explains the CEFR, which I'm assuming is what you're referring to.

From my experience with Hebrew (which as far as I understand is at a similar level to other languages), the level expected of you by the end of Units 3/4 is somewhere between B1 and B2, probably closer to the latter. The first point of B2 is not applicable (understanding complex/technical texts), but the next two points certainly are.

Oral interaction

Can interact with a degree of fluency and spontaneity that makes regular interaction with native speakers quite possible without strain for either party.

This is certainly needed for the oral. You'll be conversing with the examiner for 7-8 minutes on a variety of topics, and it is expected that you do so fairly fluently. Sure, you can coach yourself and try to memorise responses, but it's enough for them to ask one question which will completely throw you off if you are not at this level.

Writing

Can produce clear, detailed text on a wide range of subjects and explain a viewpoint on a topical issue giving the advantages and disadvantages of various options.

This is basically what is required of you in some of the writing tasks. For example, one of the essay topics in last year's French exam was "Write the script of a speech, giving at least three arguments, to persuade your classmates to help the homeless in your town." The Hebrew exam topic which I did last year was "Recently, you have been doing most of your shopping online. Write an article for an Israeli newspaper in which you evaluate the positive and negative aspects of online shopping." Sure, some of the topics on the exam will ask for an imaginative text, but the level of writing required is about the same. Comparing this to B1:

Can produce simple connected text on topics that are familiar or of personal interest. Can describe experiences and events, dreams, hopes & ambitions and briefly give reasons and explanations for opinions and plans.

This is far too simplistic for the level of writing required in VCE LOTE.

Comprehension of Texts
In this area, the B1 requirement is probably closer to the level in VCE than B2. Neither of them, however, are entirely accurate.

Can understand the main points of clear standard input on familiar matters regularly encountered in work, school, leisure, etc.

Can understand the main ideas of complex text on both concrete and abstract topics, including technical discussions in his/her field of specialisation.

You'll receive a text and basically be asked what it says. It's a greater level of understanding than "the main points", but none of the texts will be particularly complex (they will also be fairly concrete, and none of them will be technical). The main difficulty with VCE Reading/Listening comprehension really is deciphering the text under pressure (especially with listening comprehension, in which you only get two shots to listen to the text), and then conveying its meaning accurately.
