Just wondering, what percentage of the brain's neurons are contained in the cerebral cortex?

And if you imagined there was no skull, what % of the brain's neurons would be visible to the observer on the outside?

I thought it was 70%, 2/3rds or something. Ive never seen a question like that on a practice exam. Its at the very start of the chapter 2 (?) grivas though.
