Why are you asking? I don't think difficulty is something that you can really compare, it's quite subjective depending on the person. I don't think it's something you should be worrying about either, it's pretty much a given that any VCE subject will require hard work and suck up a lot of your time. If you're asking because you want to pick what subject to do, go for the one you find more interesting (unless you have to do one specifically for prerequisites).

Edit: To answer the question, some days I find Physics more difficult to get my head around, some days I find Chemistry more difficult to get my head around. Since that's the case, I'd say they're even.

Personally, I don't undertake either of these subjects, although, I assume it's harder to get a higher mark in Chemistry than Physics due to the amount of competition that exists in Chem.

chemistry is over-rated
physics is under-rated
chem is harder by a small fraction for me;  I find physics better cuz theres more logical/mathematical problem solving, less learning definitions/writing out how things work. It really depends on the person.

I actually want to do both physics and chemistry. I'm just asking what requires more work in order to understand the concepts? Other than that I'm really interested in both subjects and are probably my top 2 subjects I shall pick for next year.

couple of years ago 100+ people full marked physics exam 3, physics is more competitive in the sense that theres less margin for mistakes

Haha, well honestly, VCE physics is a massive joke compared to VCE chem (actually, it's just a massive joke in general, not only in comparison to chem). Here are a few reasons:
1) Chem has no "cheat-sheet" that makes learning theory redundant
2) You don't need to understand something in physics to get it right, in chem you pretty much do
3) There's more to learn in chem, plus the issue of sig figs which is annoying
4) The exams are harder, many many less full marks
5) Chem has just as much maths and isn't even supposed to be a maths subject
6) Even VCAA knows it's harder, hence it scales more (simplified reasoning, I know)

Physics is more difficult for me. At the same time, it's more interesting.
Chemistry becomes easy once you get the hang of it.

Physics is more difficult as you cannot grasp the concepts as well, visually, when compared to chemistry.
