Most definitely MIT's Highlights for Highschool:
http://ocw.mit.edu/high-school/physics/The study design lists some books in the last page. One of these was Paul Hewitt's Conceptual Physics. A lot of the book was irrelevant and doesn't really focus too much on calculations, but the author explains quite well. Initially disliked it, but I grew to like it a bit more over time. The book is quite expensive though, I don't think it'd be worth shelling out for, but local library might have it.
Feynman Lecture's on Physics is probably largely irrelevant for VCE, but it's damn interesting if you want to expose yourself to more physics. I probably would have stayed in my state of having this extreme dissatisfied with VCE Physics (it's as if Unit 3 Motion is designed to kill motivation and interest) if I hadn't of started reading stuff written by Feynman.
If you're doing special relativity (and you don't have access to a copy of the Feynman Lectures), the chapters by Feynman on the topic really helped me get my head around it. I believe a book called "Six Not So Easy Pieces" had the relevant chapters - I've seen it sold for $5 to $10 at a few bookstores, so it's pretty cheap.
http://www.physicsclassroom.com/class/ also has quite a lot of good explanations. I only came across that one recently, the sound section there is quite good.
In terms of threads on ATARNotes, I don't think you can pass by TrueTear's physics thread:
TrueTears question threadThe majority of it focuses on Unit 4, but first 10ish pages is Unit 3 stuff from memory. There's some damn interesting discussions that was going on in that thread.
I've got a few more links bookmarked here and there, I'll dig them up again at a later point in time.
