Where do neutrons come from in the inner van allen belt?

My physics worksheets says that the van allen belts is the region of large numbers of charged particles from solar winds captured by earth's magnetic field, and the inner allen belt is made up of mostly protons, some of which are the result of beta decay. Where do the neutrons of this beta decay come from? Do they come from the solar wind or from the earth's atmosphere?
