chemistry electrolysis

Hi guys,
just wondering if voltage affects the different products formed in electrolysis. For one of our experiments, from aqueous copper chloride, we had chlorine gas forming. We didn't expect this, as water is a stronger reductant. Also, it wasn't to do with the concentration, as it copper chloride solution only had a concentration of 0.1M. Our teacher said it was to do with the voltage, but i'm confused why.
thanks
