What if your negotiated offer is not approved, are you still left with your initial offer provided you accepted it? And how to they rank applicants of neg. offers? By time of application or ATAR?

Yes.

Most of the time, ATAR.  But if spots are limited, then time of application will count.

Say I accept first-round offers from both UAC and VTAC, am I still offered a spot in a course during the second round (provided that the course is higher on my preference list)?

I don't know about UAC since they operate independently from VTAC.  For VTAC though, yes, if it is higher on your list then you will be considered.

Do these still apply for 2014 offers?

Which part(s) were you unsure of?

"Round 2 is only applicable to you if your round 1 offer was either not your first preference or if you didn't receive an offer in round 1."

I didn't get an offer in Round 1 because I failed to achieve the ATAR, and also because what I wanted to get in was my second preference (don't know why I didn't choose it as first). I have met all the requirements for that course yet didn't get an offer so does that mean there's a chance of me getting an offer in Round 2?

Possibly.  If you didn't get an offer this round, depending on the courses on your list of preferences, you may be able to get a second round offer.  Even if you got your first preference, you can always apply for a negotiated offer if you wanted your second preference instead.

Also, you said:

I have met all the requirements for that course yet didn't get an offer...

So did you get above the Clearly-In and submitted everything in your application including folios, attended interviews (where applicable of course)?

I'm not sure because the Clearly-In ATAR is RC but the requirements say it's 50 (which I well got above). The course only wanted candidates to send a supplementary form and that's it.

Also the course doesn't have a negotiated offer.

One more question, I ticked Yes for the Supplementary Round but would I still get an offer from one of my preferences?

I was wondering what if you’re a good candidate for two courses at different institutions, which offer would you receive?

You'd receive whichever is higher in your preferences
