EAL Eligibility

So, I started school in Australia in October 2011, I know that VCAA says you have to study for less than 7 years to be eligible, which means be4 Oct 2018. Will I be eligible for unit 3&4 EAL in 2018? Is "less than seven years" calculated when applying for the subject or up to the end of year12?
