flares rely on the chemicals in them to burn - not an atmoshphere/external oxygen.. I think (i.e some flares work underwater)

Sorry to hear. On the Monash IBL website it says 40 scholarships will be available - roughly 20 placements will go to year 12 students - while the rest will go to first year university students.
