Legal Studies Outcome help - Residential Tenancies Act 1997 (Vic)

I am currently in the process of writing an essay for my unit 2 outcome 3 and am having some difficulty structuring it..
The following is the task set:

 “The Residential Tenancies Act 1997 (Vic) was passed by the Victorian Parliament in an attempt to balance the rights and obligations of landlords and tenants.”
 To what extent does tenancy law balance the rights and obligations of both landlords and tenants? How do tenancy databases affect this relationship?

Include in your essay:
-An explanation of the main aims of the Residential Tenancies Act 1997
-An analysis of the extent to which these aims are fulfilled
-The role, jurisdiction and significance of the Residential Tenancies List
-An examination of a contemporary issue that affects the relationship: tenancy databases.


The areas that i have difficulty with are things such as:
-how to structure the introduction ( as in do i have to write a "preview" of my resoning for my responce)
- how to structure my body paragraphs ( do i write it by what i have to include? or by idea?)
- my actual arguements
