Elements of an effective legal system

So my class has the understanding that there are three elements of an effective legal system, but a past exam has a question asking for four. The internet has given mixed results so just wondering if anyone has encountered something similar or if everyone else is on the same page as us, that there are only three.

We are taught to remember them as FAT.R
F - entitlement to a fair and unbiased hearing
A - effective access to the legal system
T - achievement of a timely resolution
R - possible reforms
It is confusing, as you arent always required to provide possible reforms, depending on what the question asks.

If I remember correctly there was some weird acronym for the four elements of an effective legal system - FRAT? I forget what the R stood for (don't think it was reforms) but was told by my teacher that they have since ditched the R element of the effective legal system. How far back was the past exam?

Hi,

I also saw this question when I was doing some revision. However, this applied to the old study design (years below 2011). In the current study design you are only required to know three elements of an effective legal system:

-Fair and unbiased hearing
-Effective access to the legal system
-Timely resolution of disputes
