To address the issue, I think it definitely doesn't matter what you include so long as you properly answer the question. Since it's four marks, you could write four ways that influence the jury composition or you could definitely get away with doing only two but you have to give it in detail.

Guys, when it says describe the role of the vlrc in attempintg to ring about a change to bail laws.

your not going to give all steps right??

just like indentifying the issue, acquirinig an attorney general refernce, then investigating in the area through a commitee of experts which then create a consultation paper and then submit it to the public online and then gain community consultation??

its not all 11 steps??

The steps you have said are the steps everything is basically just a subsection of the main ones. And yes if you got a 8 mark question in the vlrc you would explain all the steps with an example supporting your answer. Meaning you need to know an example quite well such as abortion.

also when referring powers. are there actual steps, or is it just the parliament passing a bill through parliament intending on refering the powers to the commonwealth, which then become concurrent right??

The process is just basically the state that wants to refer there powers will pass a bill through parliament basically stating they want to refer their powers on de facto children for example to the commonwealth. Commonwealth will then need to also pass a bill through parliament that says they will accept the referred power. Then commonwealth laws made on this area will affect the state that referred their powers.
