Graduate Full-fee Places

Hi,
Regarding an FFP for a course such as Unimelb’s MD where the expenses are 323,000$, does a (large) portion of this need to be paid within completion of the degree? I ask this as, according to this source:  https://www.gooduniversitiesguide.com.au/study-information/funding-your-education/degree-costs-and-loans/full-fee-places, a maximum of $126,101 can be loaned from the government.
