As far as I know, there are usually no mid-year spots, although if there was you'd have to have been studying for at least one year. For end of year intake, yeah, you could apply:

Entry is pretty much just based on your WAM, they don't publish a cut-off, but it's usually in the high 70's, so you'd probably want a WAM of over 75 to be competitive, 80+ would likely get you in.
