Korean Second Language eligibility?

I found this from the VCAA website. Does seven years of education in a school mean schooling including prep years or is it saying a person who'd lived up to seven years in Korea is eligible? My sister had 6 years of schooling in Korea (including prep years. she did schooling there until Grade 3). Do you think she is eligible for Korean Second Language?

Surely she'd be eligible based on that information.
