What is this VTAC email based on?

Yesterday I got an email from VTAC about scholarships, saying I was not likely to receive one. I have no real reason to get one (e.g. no financial disadvantage ect), so when I applied I pretty much just ticked the book for the sake of it. I was just wondering if this email was based purely on the scholarship application (which if it was, fair enough), or my ATAR not being high enough (assuming they know our ATAR by now).

just on scholarships!
im 99% sure it has no bearing on what ATAR you got, be it high or low; simply, you didn't fit the criteria for a (equity?) scholarship?
at least i hope so :/ but im pretty sure this is not a 'tell-tale' sign your ATAR is 'low' !! :)

I received the same email, however mine says "At this time each institution listed below retains an interest in your application for a scholarship". I go to an often under represented school though, maybe that's why?
I also got the email saying that I'm eligible for the Monash Guarantee if that matters.
