I would like to know which one is easier and the pros and cons. im skipping the 1/2 to complete 3/4 in yr 11

Why not? It's VCAA's Best Kept Secret that the easiest subject is the one you like better.
The Second Best Kept Secret that 'ease' is a quality assessed subjectively.
Why don't you find textbook excerpts or free notes and lecture slides from ATARNotes and look at them. Whichever you find is less boring, or less difficult, would seem to answer your questions for you.

Seconding sarangiya's advice. Easiness = how interested you are in the subject. Both subjects mostly don't need the 1/2 to do well in the 3/4.

But cause you asked ... it really does depend on your skillset. Legal has lots and lots of writing, so if that's your thing then that'll be the easier one. In psych, the science-y skills are what differentiate the high from average scorers so if you're science inclined, I guess that'll be easier.

My two cents - don't decide until you've checked out the U3/4 study designs for these subjects. The study design will most likely be your curriculum for next year (typically with minor edits) and consider which one seems to fit you better. Unfortunately, only you'll know that, but it will be 15 minutes well spent skim-reading these over hating a blind choice. Another factor in your choice may be your intended career pathway. Are you more interested in studying law or psychology after VCE? These are questions you can answer yourself and will require some more introspection. I think that maybe you need to chat to some close friends, family or teachers if this remains a difficult decision afterwards.
