Can I get above 30 with great exam scores and below average SACS?

I have been performing below average in Economics with an average of C and C+ in the two units. I believe I would be third bottom of the school in terms of rankings (The school is very competitive) out of 24 students. However, I have been revising/studying for my exams very diligently since the middle of term 3 and I believe I can attain a score of 80% or above in the end of year exams. Would it be possible to achieve above 30, or even 32, even if I get my target of 80%?

Sounds pretty achievable, provided you're willing to put in the effort. 80% on the exam is a decent score that most people who take the subject aren't going to reach. You can take a look at the vcaa statistics page for more detail about economics specifically. Also, if you're in a competitive and strong cohort you have a n advantage as your sac marks will likely be scaled up after the final exam  :)
