If all the angles of a quadrilateral are 90 degrees, does that mean both sides are parrallel?

Yes, because if all 4 angles are 90 degrees then you automatically know that it's a rectangle. Opposite sides of a rectangle are always parallel.

This question isn't really related to congruence though.
