In lectures, do they ever say like it is worth looking at this particular text book as lots of the lecture content is related to that chapter? Or its really up to yourself to see what requires further reading and finding the textbook relevant?

From my experience so far, majority of lecturers will explain why they have decided to prescribe the books that they have chosen to be prescribed in the first lecture for that relevant subject. For most science/engineering subjects all the books are simply for referencing to and prescribed ones are those which cover essentially all the subjects that will be covered in the course, so they're the BEST book for referencing. The other recommended books are simply for further reading (and therefore further referencing). I can't say how necessary arts and law books are however.
