A quick google search of "allowed materials gat" returns the following page: http://www.vcaa.vic.edu.au/Pages/vce/exams/authorisedmaterials.aspx
Scroll down to 'General Achievement Test (GAT)' and you will find that it states you can bring in a dictionary.
More specifically, the front cover of the 2016 GAT states the following:
Students are permitted to bring into the examination room: pens, pencils, highlighters, erasers, sharpeners, rules and an English and/or bilingual dictionary.
No calculator is allowed in this test.
