Hi!

I've researched this briefly and found this answer:
· Treatment aims to alleviate/ reduce/ remove a (medical) condition.
· Management is essentially keeping the condition in control. In a broader sense, it can be an overall strategy, including treatment, pre- and post- treatment
  aspects.

I'm pretty sure this means that  treatment is about treating the patient who has the disease. For example if they have cholera, treatment would include rehydrating with fluids and electrolytes etc (alleviating the impact of their illness).

In comparison, management would be how to manage/prevent the occurrence of cholera.
This could include handing out bottles of water so people don't drink contaminated water, providing the community with cholera injections or quarantining sick people so they don't infect a different water way, continuing the transmission of the disease.
