Hi!

I believe that you can pick up this subject next year without having completed 1/2. Are you interested in it? I would suggest to read through the study summary of the subject, and perhaps the study design to see if you would like to study it. Also, it would be a good idea to talk a career counselor (if you have one at your school) and teachers of that subject.

Here is a link to the study design: http://www.vcaa.vic.edu.au/Documents/vce/politics/AustralianGlobalPoliticsSD-2012_FA.pdf
And a link to the study summary (a word document): http://www.vcaa.vic.edu.au/Documents/vce/politics/AustralianGlobalPolitics-study-summary-updated.docx

Hope this helps!
