How much do we need to know about Singer?

How much do we need to know about Singer? Just his main premises?
He goes on a few tangents eg. population control, government, moral code, is this all necessary?

As specified here: http://www.vcaa.vic.edu.au/Documents/vce/philosophy/VCE_Philos_Text_List16-updatedJan2016.pdf pages 229-243 are examinable. So yes, you need to know this stuff! :)
