EARLY ROUND OFFER??

Today I received an email titled early round offer from VTAC saying I had been offered a place in Comm/Law at Monash. Can anyone explain what early round offers are? Is it dependent on your atar? I thought early round offers were only given to non yr 12 leavers. I'm confused because I finished yr 12 this year but received an early round offer?? Thank you in advance :)
